Reflections on the new competition for the award of the Plaza de Las Ventas (5 of 7) Exposure
In the previous post, probably the most important of the seven in this series together with that publish in a couple of days, I set out what are the goals that I believe should be pursued with the Plaza de Toros de Las Ventas. This is a basic consideration because only by defining these objectives can be determined what the best management system to achieve (something to which dedicate this post) and elements to be included in the Statement (issue I'll discuss in the next post, as I say, the other central part of this analysis). The management system and the Statement, in short, are not isolated, but something to be decided once it is made explicit what are the objectives to be achieved.
For reasons I fail to understand, much of the debate from fans in recent years has focused on the management model. Many advocates of management "concerned" that was used during part of the years of Lozano, to replace the existing franchise model. In my view, however, the management system is not more important. In fact, I would say is almost irrelevant. No matter how it is managed, but for what it is managed. If management implements a model of interest, but it is managed with the same criteria for the last fifteen or twenty years will not have won anything. And if it is managed through a concession system, but it makes a Statement to invite achieve the goals I set out in the previous entry, bids are evaluated according to these criteria and is appropriate monitoring of compliance by the concessionaire statement and its offer, the grant will be a system as good as any.
I think when it comes to management "interested" or models such as Santander, Vitoria and the French some places, what they really mean is that fans and management must exercise initiative and work to control and prevent the employer to rid your whim. I have my doubts, however, that it would work in Madrid. These systems can work if what is done is to ensure a fair more or less extensive, but limited. Apply for a place with a season as varied as I think Madrid would greatly complicate management. In addition, the plaza in Madrid there are some fans (probably much more organized that they are) who have a vision of the party tremendously biased against the figures, targeting a very specific kind of bull ... That is, a vision that, if imposed, I think it would extremely difficult to enjoy the bulls in Madrid and meet the goals to which we referred in the previous post.
Yes I support, however, to establish a transparent and continuous communication between the Administration, the manager and fans (both directly and through various partnerships). Much more than to involve them all in management.
must remember also that, in essence, the management "interested" is nothing but a system that does is that the Administration and the employer share the financial risk management. And I have no clear that the Administration involved in the result is good economic management to achieve the stated objectives.
In my view, in short, the award scheme is a good system, provided that the statement is adequate to achieve the above objectives, the amount of the charges is a reasonable amount and not decisive for the award, the Administration comply with control and monitoring function of the Statement and the offer of the bidder and establish formal communication channels between the Administration continued, concessionaire and fans.
The problem for me, not in the management model, but in realizing the objectives to be achieved. And from there develop a Statement that rewards and encourages the achievement of those objectives. To that will spend the next entry.
